The Entrepreneurship Development Centre (EDC) is a quasi-governmental entity established under the framework of the Entrepreneurship Development Program (EDP). To facilitate the realization of the entrepreneurship development goals set in the government’s Growth and Transformation Plan (GTP), the Government of the Federal Democratic Republic of Ethiopia, represented by the Ministry of Urban Development and Housing (MoUDHo), in partnership with the United Nations Development Programme (UNDP), formulated and introduced an innovative entrepreneurship and enterprise development initiative, namely the Entrepreneurship Development Program (EDP), which was officially launched in February 2013.

The Entrepreneurship Development Center (EDC) is the implementing entity of the EDP which is administered by the Federal Urban Job Creation and Food Security Agency (FUJCFSA) within the Ministry of Urban Development and Housing (MoUHo). EDC has its headquarters based in Addis Ababa with regional offices in Bishoftu, Hawassa, Bahir Dar, and Mekelle. The regional offices serve all cities within the particular region. The programme aims to identify growth-oriented enterprises as well as potential entrepreneurs, unemployed youth and women nationwide and provide them with direct support to enhance their entrepreneurial skills and competencies to establish and operate profitable, competitive businesses on a sustainable basis.

The programme is anchored on four pillars:

• Pillar 1: The creation of an Entrepreneurship Development Headquarters (EDC-Ethiopia) in Addis Ababa, and the establishment and capacity strengthening of four quasi-autonomous Entrepreneurship Development Centers (EDCs) in four regions, to oversee effective and successful implementation of the EDP. This includes enhancing the institutional capacity of government and the private sector to deliver comprehensive support to MSEs in order to boost income and employment creation with particular emphasis on youth and women. In addition this pillar also includes the establishment of Centers of Excellence for Entrepreneurship (CoEE) in selected public universities.

•Pillar 2: Promote the development of entrepreneurship knowledge and skills of micro and small enterprises (MSEs) across the country, to bring about a transformational change that accelerates the realization of their growth potential through entrepreneurial skills training, training of trainers and training of business advisors.

• Pillar 3: Support the establishment of new MSEs and the enhancement of existing ones through the provision of continuous business advisory services with special focus on youth and women enterprises.

• Pillar 4: Provide support to government to identify and address policy, institutional and regulatory impediments to the growth of MSEs, promote partnerships and stakeholder engagements to facilitate the development and access to innovative financial instruments, markets, and technologies suitable for MSMEs.
The overall objective of the Programme is to bring about a transformational change in unleashing the growth potential of micro and small-scale enterprises. Through provision of a programmed package of a mix of entrepreneurial and management skills training and coordinated delivery of customized and comprehensive range of business advisory services, to develop a cadre of indigenous entrepreneurs that establish successful and growth oriented enterprises.

In view of the vision of entrepreneurship development in the country’s growth agenda, EDC-Ethiopia specifically targets to serve the need of the following people:

• Growth oriented MSEs which have potential to create and develop into formal business sectors

• Prospective entrepreneurs, particularly women and youth, who are interested in starting their own businesses and to develop self-employment

• Medium-sized enterprises pursuing business expansion

• Rural farmers to promote agro-based small businesses
